SUMMARY

 

Synopsis of Bill

 

House Education Committee Substitute for House Bill 174 clarifies which providers are to be included in the three-tiered framework and correctly lists the ones that require a minimum of a bachelor’s degree. The bill directs the PED to work with representatives of each of the professions in establishing the framework, thereby not requiring the PED to accomplish the entire task alone. It also directs the PED to make salary recommendations for the licensure levels to the Legislative Education Study Committee (LESC) and Legislative Finance Committee (LFC) by November 1, 2004. The final report would by due to the Legislature by November 1, 2005.

 

Significant Issues

 

PED indicates the bill specifies the three-tiered licensure framework applies to “providers whose professional duties require a minimum of a bachelor’s or master’s degree to practice in public schools.There are two other professions where some of the providers hold bachelors degrees even though they are not required to do so. These are interpreters for the deaf and mobility trainers for the blind.

 

ADMINISTRATIVE IMPLICATIONS

 

PED would administer the development of the framework and report its findings.
