    1. On page 1, line 23, after the period insert "This list shall include individuals that owe child support being collected by the state's child support enforcement agency pursuant to Title IV-D of the Social Security Act.".

    2. On page 2, line 14, strike "support".

    3. On page 2, line 20, strike "thirty" and insert in lieu thereof "ninety".

    4. On page 2, line 22, strike "garnishment of wage withholding" and insert in lieu thereof "administrative seizure".

    5. On page 2, line 22, after "proceedings" insert "in accordance with Section 27-1-11 NMSA 1978".

    6. On page 2, line 22, after "If" insert "an administrative seizure".

    7. On page 2, line 23, strike "garnishment or withholding".

    8. On page 2, line 24, strike "thirty-day" and insert in lieu thereof "ninety-day".

    9. On page 3, between lines 3 and 4, insert the following new subsection:

         "F. A lien or administrative seizure established against a lottery prize on behalf of a child support enforcement case shall take first priority over all other liens established by the department.".

    10. Reletter the succeeding subsection accordingly.
