    1. On page 8, line 15, after the period insert:

    “Such changes shall comply with all applicable provisions of the state’s Water Code, set forth in Chapter 72, including but not limited to sections 72-5-1, 72-5-22, 72-5-23, 72-5-24, 72-12-3, and 72-12-7 NMSA 1978.”
