    1. On page 1, line 21, strike "A" and insert in lieu thereof:

         "A. Except as provided in Subsection B of this section, a".

    2. On page 2, line 2, strike the quotation mark and between lines 2 and 3, insert the following subsection to read:

         "B. Contracts for the performance of financial consulting services, the promotion of tourism by the tourism department and the promotion of trade or recruitment of business to the state by the economic development department are exempt from the provisions of this section."".
