AN ACT
RELATING TO EDUCATION; CREATING THE STATEWIDE TRANSITION COORDINATING COUNCIL TO EXAMINE THE STRUCTURE FOR AND MAKE RECOMMENDATIONS REGARDING THE DELIVERY OF TRANSITION SERVICES TO ALL STUDENTS; MAKING AN APPROPRIATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. A new section of the Public School Code is enacted to read:
"[NEW MATERIAL] STATEWIDE TRANSITION COORDINATING COUNCIL CREATED--DUTIES.--
A. The "statewide transition coordinating council" is created. The council shall consist of no more than thirty members appointed by the secretary of public education and shall include representatives of the department, teachers and administrators, students, parents, higher education, vocational education, agencies and councils concerned with transition needs and services, the workforce development board and the business community.
B. The council shall develop strategies and models for the delivery of transition planning and support and shall assess the effectiveness of the delivery and implementation of transition planning and support.
C. The council shall meet at least four times annually. Public members of the council may receive per diem and mileage as provided for nonsalaried public officers in the Per Diem and Mileage Act.
D. The council shall, on or before November 1 of each year, report the results of its studies and activities to the secretary of public education, the public education commission, the commission on higher education and the legislative education study committee."
Section 2. APPROPRIATION.--Fifty-four thousand dollars ($54,000) is appropriated from the general fund to the public education department for expenditure in fiscal year 2005 to support the activities of the statewide transition coordinating council and to provide leadership and professional development training to school districts. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.
