AN ACT
MAKING AN APPROPRIATION TO PROVIDE A FIFTY PERCENT MATCH FOR A NATIONAL SCIENCE FOUNDATION GRANT FOR THE EXPERIMENTAL PROGRAM TO STIMULATE COMPETITIVE RESEARCH.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--One million five hundred thousand dollars ($1,500,000) is appropriated from the general fund to the board of regents of New Mexico institute of mining and technology for expenditure in fiscal years 2005 and 2006 to provide a fifty percent match for a grant from the national science foundation for the experimental program to stimulate competitive research, also known as EPSCoR. The program will be a collaboration between the office of the state engineer and the state's research universities to conduct comprehensive research in hydrology and water management systems to support water rights adjudications by the office of the state engineer, and data collected and research results shall be shared by the collaborating parties. Any unexpended or unencumbered balance remaining at the end of the fiscal year 2006 shall revert to the general fund.
