    Your FINANCE COMMITTEE, to whom has been referred

SENATE BILL 163

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 1, line 14, strike "; MAKING AN APPROPRIATION".

    2. On page 2, line 11, before the period insert ", except as provided in Subsection D of this section".

    3. On page 2, line 22, after the period strike the remainder of the line and strike all of lines 23 and 24 and insert in lieu thereof the following:

    "The program shall be authorized when the board of regents certifies that the baccalaureate degree program in teacher education:

             (1) has been developed and is ready for implementation; and

             (2) is ready to receive the accreditation review team from the appropriate accrediting agency. In the development of the program, northern New Mexico state school shall engage in a partnership with New Mexico highlands university, an educational institution that is sensitive to the socio-cultural conditions of the region and that is prepared to offer collaborative programs to support the critical higher education needs of the students in north central New Mexico."".

    4. On page 2, strike all of line 25 and on page 3, strike all of lines 1 through 7.
