AN ACT
MAKING AN APPROPRIATION TO THE DRINKING WATER STATE REVOLVING LOAN FUND; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Pursuant to the provisions of Section 6-21-6.1 NMSA 1978, one million six hundred thousand eight hundred twenty dollars ($1,600,820) is appropriated from the public project revolving fund to the drinking water state revolving loan fund for expenditure in fiscal year 2004 and subsequent fiscal years to carry out the purposes of the Drinking Water State Revolving Loan Fund Act. Any unexpended or unencumbered balance remaining at the end of a fiscal year shall not revert to the public project revolving fund.
Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
