AN ACT
MAKING AN APPROPRIATION FOR A STATEWIDE WORKPLACE LITERACY INITIATIVE; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--Two hundred fifty thousand dollars ($250,000) is appropriated from the general fund to the commission on higher education for expenditure in fiscal year 2004 for a statewide workplace literacy initiative that includes workplace literacy programs in rural areas of the state to increase literacy skills for employed adults without high school diplomas. Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.
Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
