    1. On page 1, line 14, after "REGULATE" insert "DOMESTIC".

    2. On page 2, line 1, after "bounded area" insert "specifically".

    3. On page 2, line 3, strike "heightened" and insert in lieu thereof "special".

    4. On page 2, strike lines 9 through 11 and insert in lieu thereof:

         "C. The state engineer shall treat all domestic well applications filed pursuant to Section 72-12-1.1 NMSA 1978 in the same manner within each critical management area.".

    5. On page 2, line 20, strike the closing quotation mark.

    6. On page 2, between lines 20 and 21, insert a new subsection to read:

         "E. A critical management area designation shall be reviewed every five years to ascertain whether the critical management area continues to meet the criteria for designation."".

    7. On page 6, line 17, strike "a".

    8. On page 6, line 18, after "permit" insert "applications".

    9. On page 6, line 18, after "in" strike "a".

    10. On page 6, line 18, strike "area" and insert in lieu thereof "areas".

    11. On page 6, line 18, after "unless" insert a colon and the following new paragraph:

             "(1) the applicant discontinues use of an existing domestic well permitted pursuant to Section 72-12-1.1 NMSA 1978 in that critical management area and certifies to the state engineer that the existing use has been discontinued and that the existing well has been capped; or

             (2)".

    12. On page 6, line 19, strike "obtains" and insert in lieu thereof "transfers".

    13. On page 6, line 19, strike "D" and insert in lieu thereof "E".

    14. On page 6, line 20, before "Water" insert the new subsection designation "D.".

    15. Reletter succeeding subsections accordingly.
