AN ACT

MAKING AN APPROPRIATION TO THE DEPARTMENT OF HEALTH TO PROVIDE LAW ENFORCEMENT OFFICERS WITH TRAINING MODULES FOR CRISIS INTERVENTION SITUATIONS WHERE MENTALLY ILL PERSONS ARE INVOLVED; DECLARING AN EMERGENCY.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

     Section 1. APPROPRIATION.--Sixty thousand dollars ($60,000) is appropriated from the general fund to the department of health for expenditure in fiscal years 2004 and 2005 to develop and augment crisis intervention training, in cooperation with a nonprofit organization dedicated to addressing the needs of the mentally ill, for law enforcement agencies serving rural areas. The training shall include training modules for culturally sensitive application in all areas of study, professional law enforcement trainers, forensic medical professionals, consumers, family members, target population analysis, clear measurable learning objectives, at least two pilot training sessions and materials that are made available to the general public. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.

     Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
