AN ACT
MAKING AN APPROPRIATION TO THE DEPARTMENT OF ENVIRONMENT FOR A MOSQUITO ABATEMENT PROGRAM; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--One hundred eighty thousand dollars ($180,000) is appropriated from the general fund to the department of environment for expenditure in fiscal years 2004 and 2005 in the department's field operations divisions 1, 2, 3 and 4 to enhance the research, collection, propagation and distribution of appropriate species of indigenous mosquito-eating fish, which are non-game fish and not protected species, in an abatement and control program. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.
Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
