AN ACT
RELATING TO HEALTH CARE; CREATING PROGRAMS AT THE UNIVERSITY OF NEW MEXICO HEALTH SCIENCES CENTER; MAKING AN APPROPRIATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. HEALTH SCIENCES CENTER--PROGRAMS CREATED.--Health care programs are created at the health sciences center at the university of New Mexico. Each program may enter into contracts and receive appropriations and public and private gifts, grants and donations to carry out its duties. Each program and its duties are as follows:
A. the Los Pasos program shall:
(1) provide comprehensive health services to New Mexico families with children exposed in utero to alcohol and other drugs;
(2) train and support professionals working with high-risk families in New Mexico; and
(3) work with state and local agencies, area hospitals and community-based health care providers in New Mexico to identify children and families eligible for the program;
B. the newborn intensive care program shall:
(1) provide specialized care to acutely ill newborns throughout New Mexico;
(2) provide specialized developmental follow-up care;
(3) provide regional newborn outreach education programs to health care providers, providers-in-training, diagnostic and therapeutic professionals and the general public; and
(4) conduct research and training in newborn medical care and fetal and newborn development;
C. the poison and drug information center shall:
(1) provide assistance during possible poisoning emergencies;
(2) provide information to consumers and health care professionals regarding medication-related injuries;
(3) provide training to pharmacists and students in health care programs; and
(4) conduct research and training in clinical toxicology;
D. the specialized perinatal care program shall:
(1) serve as a statewide clearinghouse for information on care of high-risk, uniquely ill obstetrical patients;
(2) provide a link between physicians statewide and maternal fetal medicine faculty at the health sciences center;
(3) provide a referral system for women with high-risk-pregnancy complications;
(4) provide prenatal diagnosis and genetic counseling services with emphasis on early genetic testing;
(5) provide a comprehensive outreach education program for community-based hospitals, physicians and staff on obstetrical care; and
(6) conduct research in prenatal care;
E. the pediatric dysmorphology and genetics program shall:
(1) provide medical diagnosis and genetic counseling;
(2) provide educational presentations and continuing education to the public on genetic diseases;
(3) provide training to health care providers in identifying birth defects and genetic disorders; and
(4) conduct research on genetic diseases, particularly those affecting New Mexico's unique population and develop models for diagnosis and treatment for those diseases;
F. the pediatric oncology program shall:
(1) provide medical diagnostic services and treatment for children and adolescents with cancer;
(2) conduct research in pediatric cancer; and
(3) provide educational opportunities related to pediatric cancer for students, faculty, medical professionals, community physicians and the public;
G. the pediatric pulmonary center shall:
(1) provide care for children and adolescents in New Mexico with pulmonary diseases;
(2) provide education and training in pediatric pulmonary diseases for health care trainees and professionals;
(3) provide community and family support through counseling, education and community programs on pediatric pulmonary diseases; and
(4) conduct research in pediatric pulmonary diseases;
H. the young children's health center shall:
(1) provide primary health care services to young children, adolescents and families in southeast Albuquerque;
(2) provide behavioral health services to children and families living in southeast Albuquerque;
(3) provide social services to children and families living in southeast Albuquerque;
(4) provide a resource for special needs patients, including deaf children and children with deaf parents; and
(5) educate health professional trainees in a community-based interdisciplinary and culturally diverse environment; and
I. the locum tenens program shall:
(1) provide practice relief for rural community physicians who need time away from their practice for continuing medical education pursuits, illness or vacation;
(2) provide regional continuing medical education programs to rural health care providers and expand the rural component of the university of New Mexico school of medicine residency programs; and
(3) identify programs with potential for collaboration among the university of New Mexico health sciences center, rural health organizations and rural health care providers.
Section 2. APPROPRIATION.--
A. Six million seven hundred ninety-eight thousand one hundred dollars ($6,798,100) is appropriated from the general fund to the board of regents of the university of New Mexico for expenditure in fiscal year 2005 in the following amounts for the following health sciences center programs:
(1) fifty thousand dollars ($50,000) to the Los Pasos program;
(2) three million thirty-three thousand seven hundred dollars ($3,033,700) to the newborn intensive care program;
(3) one million four hundred fourteen thousand seven hundred dollars ($1,414,700) to the poison and drug information center;
(4) four hundred thirty-three thousand seven hundred dollars ($433,700) to the specialized perinatal care program;
(5) one hundred thirty-eight thousand five hundred dollars ($138,500) to the pediatric dysmorphology and genetics program;
(6) nine hundred seventy-nine thousand three hundred dollars ($979,300) to the pediatric oncology program;
(7) one hundred seventy-eight thousand one hundred dollars ($178,100) to the pediatric pulmonary center;
(8) two hundred thirty-one thousand eight hundred dollars ($231,800) to the young children's health center; and
(9) three hundred thirty-eight thousand three hundred dollars ($338,300) to the locum tenens program.
B. Any unexpended or unencumbered balance remaining at the end of fiscal year 2005 shall revert to the general fund.
