     1. Strike all House Energy and Natural Resources Committee Amendments.

     2. On page 1, line 23, before the comma insert "or the state engineer's designee".

     3. On page 2, line 1, after "authority" insert "or the executive director's designee".

     4. On page 2, line 3, before the semicolon insert "or the secretary's designee".

     5. On page 2, line 5, before the semicolon insert "or the secretary's designee".

     6. On page 2, line 7, after "administration" insert "or the secretary's designee".

     7. On page 2, line 9, before the semicolon insert "or the director's designee".

     8. On page 2, line 11, before the semicolon insert "or the director's designee".

     9. On page 3, line 3, after "districts" insert "; the appointee shall be an elected member of a soil and water conservation district".
