AN ACT
MAKING AN APPROPRIATION TO THE REGIONAL JUVENILE SERVICES GRANT FUND TO FUND JUVENILE DETENTION SERVICES AND ALTERNATIVES; DECLARING AN EMERGENCY.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. APPROPRIATION.--One million five hundred thousand dollars ($1,500,000) is appropriated from the general fund to the regional juvenile services grant fund for expenditure in fiscal years 2004 and subsequent fiscal years to provide in Santa Fe county and other counties nonsecure alternatives to detention for juveniles; planning, assessment and design of a regional system of juvenile services; and development of a multipurpose regional facility serving contiguous counties. Any unexpended or unencumbered balance remaining at the end of a fiscal year shall not revert to the general fund.
Section 2. EMERGENCY.--It is necessary for the public peace, health and safety that this act take effect immediately.
