Mr. Speaker:

    Your AGRICULTURE AND WATER RESOURCES COMMITTEE, to whom has been referred

HOUSE BILL 51

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

    1. On page 2, line 1, insert the following new subsection:

    “B. The institution receiving the appropriation in this bill shall submit a program evaluation to the legislative finance committee and the commission on higher education by August 2007 detailing the benefits to the state of New Mexico from having implemented this program over a three year period.”

    2. Renumber the succeeding sections accordingly.,

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
