FORTY-SIXTH LEGISLATURE

Mr. Speaker:

    Your EDUCATION COMMITTEE, to whom has been referred

HOUSE BILL 3

has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:

     1. On page 2, line 11, under the General Fund and Other State Funds columns strike "1,825,144.7" and "3,000.0" and insert in lieu thereof, respectively, "1,849,974.7" and "1,700.0".

     2. On page 2, line 13, strike both occurrences of "97,816.6" and insert in lieu thereof "98,236.8".

     3. On page 2, line 15, strike "one" and insert in lieu thereof "two".

     4. On page 3, line 1, strike "one" and insert in lieu thereof "two".

     5. On page 3, between lines 6 and 7, insert:

     “Each school district whose fiscal year 2004 operating budget program cost was based on a total average membership of ten thousand MEM or greater shall demonstrate support for career technical education offerings in its budget documentation before approval and certification of its fiscal year 2005 budget by the public education department.".

     6. On page 4, strike lines 1 through 7.

     7. On page 4, strike line 9.

     8. On page 4, strike line 13.

     9. On page 4, line 16, strike both occurrences of "2,000.0" and insert in lieu thereof "2,500.0".

     10. On page 4, strike line 17 and insert in lieu thereof the following new items with funding under the General Fund column:

          "(e) Family and youth services  1,800.0

          (f)   Kindergarten plus          100.0

          (g)   Teacher loans for service  386.5

     The appropriation for family and youth services shall be to fund programs pursuant to the Family and Youth Resource Act. The appropriation for teacher loans for service shall be transferred to the commission on higher education.".

     11. Renumber and reletter all items to correspond with these amendments.

     12. Revise all totals and subtotals to correspond with these amendments.,                                    

and thence referred to the APPROPRIATIONS AND FINANCE COMMITTEE.
