PROPOSING TO AMEND ARTICLE 2, SECTION 18 OF THE CONSTITUTION OF NEW MEXICO TO PROVIDE DEFINITIONS OF LIFE AND DEATH.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
Section 1. It is proposed to amend Article 2, Section 18 of the constitution of New Mexico to read:
"[No] Human life begins with conception and the onset of
cell division and continues until the natural division of cells
stops, which constitutes death, and a person shall not be
deprived of life, liberty or property without due process of
law; nor shall any person be denied equal protection of the
laws. Equality of rights under law shall not be denied on
account of the sex of any person. [The effective date of this
amendment shall be July 1, 1973.]"
Section 2. The amendment proposed by this resolution shall be submitted to the people for their approval or rejection at the next general election or at any special election prior to that date which may be called for that purpose.
