RECOGNIZING THE ACCOMPLISHMENTS OF LARRY G. BELL AND THANKING HIM FOR HIS YEARS OF SERVICE TO THE STATE OF NEW MEXICO.
WHEREAS, Larry G. Bell has devoted a quarter of a century of his life to the cause of wildlife management, dividing his time between the roundhouse and the state's wilderness areas; and
WHEREAS, Larry Bell is leaving his post as director of the department of game and fish in the year 2003 after serving previously as a legislative liaison, an agency director, a law enforcement officer, a fish culturist and a horsepacker; and
WHEREAS, Larry Bell excelled in each of those roles, bringing to each assignment an unmatched dedication of purpose and steadfastness in the face of unpopular decisions; and
WHEREAS, Larry Bell's accomplishments at the department of game and fish include devising legal ways to construct game-proof fences to protect crops and private property from wildlife, implementing a fair and innovative penalty assessment system for "fishing without a license" and designing an impartial license revocation system for those who repeatedly violate wildlife laws; and
WHEREAS, Larry Bell's legal acumen earned him an unprecedented permanent seat on the executive committee of the international association of fish and wildlife agencies and as chairman of its legal and wildlife resources policy committees; and
WHEREAS, Larry Bell was honored as range conservationist of the year for 2003 by the society of range management; and
WHEREAS, Larry G. Bell is an active outdoorsman, a member of the rocky mountain elk foundation, ducks unlimited and the national wild turkey federation and in his retirement, he hopes to devote more time to these outdoor interests;
NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that hearty congratulations and sincere thanks be extended to Larry G. Bell for his years of dedicated service to the people of the state of New Mexico and that he be wished well in his retirement; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to Larry G. Bell.
