A MEMORIAL

REQUESTING THE UNITED STATES NAVY TO SEARCH FOR CLERICAL, BUREAUCRATIC AND MILITARY-STYLE ERRORS IN ITS MOST RECENT PROCESS FOR CONSIDERING CANDIDATES FOR PROMOTION TO FLAG OFFICER RANK AND, IN THE EVENT THAT THE PROCESS IS, SURPRISINGLY ENOUGH, FOUND TO BE WITHOUT ERROR, CONGRATULATING SENATOR WILLIAM H. PAYNE ON HIS PROMOTION TO REAR ADMIRAL IN THE UNITED STATES NAVY.



WHEREAS, William H. Payne, a man of unquestioned intellect and seemingly good judgment, apparently suffered a momentary lapse of both and entered the United States navy's prestigious SEAL program many years ago; and

WHEREAS, Bill Payne served his country well as a United States navy SEAL, a member of the fearless one-of-a-kind strike force trained to fight at sea, in the air or on land in the defense of this country and for the cause of freedom around the world; and

WHEREAS, perhaps as a result of hypoxia suffered during one-too-many secret underwater missions, in 1996 Bill Payne successfully sought election to the state senate, where he has occupied the "rear" row of the senate chamber in anticipation of his promotion; and

WHEREAS, despite the predictability of his debate, Senator Payne's common sense and plainspokenness have nevertheless been a welcome addition to the senate's deliberations; and

WHEREAS, Bill Payne's selfless service to his country continued as an officer in the United States navy reserve, where he rose to the rank of captain until his promotion in 2003 to the rank of rear admiral, becoming the first United States navy SEAL to achieve the rank of admiral in the history of the navy; and

WHEREAS, William H. Payne serves as a model of leadership, valor, honesty and public service at a time when those qualities are found too infrequently in society;

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF NEW MEXICO that warm and hearty congratulations be extended to Rear Admiral William H. Payne upon his promotion; and

BE IT FURTHER RESOLVED that the senate immediately initiate one of its own legendary, well-planned and excellently executed special operations to persuade the United States navy to immediately promote Senator Payne to the rank of full admiral.
