REQUESTING THAT THE NEW MEXICO LEGISLATIVE COUNCIL CREATE AN INTERIM DWI OVERSIGHT TASK FORCE.
WHEREAS, as part of the DWI reforms enacted in 1993, the legislature created a DWI oversight task force; and
WHEREAS, that DWI oversight task force, composed of legislators, judges and other public officials with responsibilities regarding DWI, served for five years; and
WHEREAS, during the 2003 legislative session, it has become apparent that piecemeal attempts to reduce DWI in New Mexico will not satisfactorily address this public safety scourge; and
WHEREAS, a better approach is to reconstitute a DWI oversight task force to conduct a comprehensive review of all the issues related to DWI in New Mexico;
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the New Mexico legislative council be requested to create an interim DWI oversight task force; and
BE IT FURTHER RESOLVED that the New Mexico legislative council charge the DWI oversight task force with the responsibility to conduct a comprehensive review of DWI issues and craft recommendations for consideration by the second session of the forty-sixth legislature; and
BE IT FURTHER RESOLVED that a copy of this memorial be transmitted to the New Mexico legislative council.
