A JOINT MEMORIAL

REQUESTING THAT THE STATE HIGHWAY AND TRANSPORTATION DEPARTMENT RECOGNIZE THE URGENT NEED FOR CERTAIN CRITICAL HIGHWAY IMPROVEMENT PROJECTS AND THAT FUNDING BE DIRECTED FOR THOSE PROJECTS.



WHEREAS, in order to protect the health and safety of New Mexico citizens, it is critical that the state act to improve highways that have proven to be dangerous; and

WHEREAS, a modern highway infrastructure is vital to maintaining a healthy economic atmosphere in New Mexico; and

WHEREAS, the legislature is committed to modernizing and improving New Mexico's highways in order to prevent future injuries and to advance the state's economic development prospects; and

WHEREAS, funds in the state highway and transportation department may be available in fiscal year 2004 to improve the state's highway system; and

WHEREAS, the highway improvement projects listed below are critically needed to reduce high accident rates or otherwise improve safety, accommodate high traffic volumes or facilitate economic development:

A. United States highway 666 between Gallup and Shiprock;

B. United States highway 64/87 between Clayton and Raton;

C. United States highway 54 between Tularosa and Santa Rosa; and

D. the Silver City relief route;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the state highway and transportation department be requested to use funds in fiscal year 2004 in the manner and for the purposes listed in this memorial; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the governor, the secretary of highway and transportation and the state transportation commission.
