A JOINT MEMORIAL

REQUESTING THAT THE LEGISLATIVE FINANCE COMMITTEE'S PERFORMANCE AUDITORS EXAMINE ISSUES RELATED TO ADMINISTRATION OF STATE PARKS AND REPORT TO THE LEGISLATIVE FINANCE COMMITTEE.



WHEREAS, the state parks division is under the jurisdiction of the energy, minerals and natural resources department; and

WHEREAS, the division's new reservation system for state parks has created confusion and led to complaints by citizens about the equity of the reservation system; and

WHEREAS, elimination of an annual pass to state parks for citizens other than seniors has also generated citizen complaints about the cost and convenience of accessing state parks; and

WHEREAS, there are concerns that attendance at state parks has declined, due in part to the new reservation system and elimination of an annual pass;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO that the legislative finance committee's performance auditors be requested to examine issues related to administration of state parks, including examination of the reservation system, the elimination of annual passes and whether attendance at state parks has declined; and

BE IT FURTHER RESOLVED that the legislative finance committee's performance auditors report their findings and recommendations to the legislative finance committee no later than October 31, 2003; and

BE IT FURTHER RESOLVED that copies of this memorial be transmitted to the director of the legislative finance committee and the secretary of energy, minerals and natural resources.
