4. On page 2, line 18, strike the words "performing a comprehensive" and strike the word "of".

5. On page 2, line 19, strike the words "by the appropriate state agency or department".

6. On page 2, line 24, strike the words "scope and cost" and insert in lieu thereof the words "findings after its".

7. On page 2, line 25, strike the words "estimate for the comprehensive study".
