SUMMARY
Synopsis
of Bill
Senate Joint Memorial
90 requests that the Governor create a blue ribbon task force to study land-use
issues in New Mexico, including a comprehensive review of the state’s planning,
subdivision and land-use enabling statutes and state agency rules and policies;
ways to more effectively serve the needs of state and local governments
land-use planning; and mechanisms to include the overall coordination of state
responsibilities. The task force is
required to report to the Governor and the Legislature by December 2003.
Significant
Issues
Enhanced knowledge, more effective uses of
lands, and improved coordination among local and state governments are viewed
as some of the by-products of this memorial.
In addition, the SLO analysis points out, the work of the task force
could be used to educate local governments about the mission of the SLO and its
use of trust lands. Water is not
mentioned in the memorial but should be a consideration by the task force.
FISCAL IMPLICATIONS
This memorial carries
no appropriation. The conduct of any
task force activity will require that certain expenses be incurred, e.g.,
lodging and travel for task force members, supplies, staffing etc. These expenses, apparently, are to be paid
from the appropriation to the Governor for the conduct of his office and/or
participating state agencies.
ADMINISTRATIVE IMPLICATIONS
Conduct of task force
activities will require coordination of task force activities as well as the
participation of state agencies, e.g., State Land Office, Game and Fish.
OTHER SUBSTANTIVE ISSUES
The task force could
create opportunities to educate local governments on the use of trust lands and
to develop networks leading to more effective uses of public and privately
owned lands.
