SUMMARY

 

     Synopsis of SCORC Amendment

 

Senate Corporations and Transportation Committee amendment to SJM62 adds an additional project to the list of projects in the memorial; Coors and I-40 Interchange project is added.   The State Highway and Transportation Department is currently conducting an alignment study for the

Coors and I-40 interchange project.

 

     Synopsis of Original Bill

 

Senate Joint Memorial 62 requests the State Highway and Transportation Department recognize the urgent need for the Critical Highway Improvement Projects listed in the Memorial and requests funds be used in FY04 for these projects: 

 

  • US 666 between Gallup and Shiprock
  • US 64/87 between Clayton and Raton, 
  • US 54 between Tularosa and Santa Rosa and,
  • Silver City Relief Route.

 

Copies of the memorial are to be transmitted to the Governor, the Secretary of Highway and Transportation Department and the State Transportation Commission.

 

     Significant Issues

 

The New Mexico State Highway and Transportation Department notes that it is currently pursuing funding for the first three projects through the High Priority Project Funding Program anticipated to be included in the FY 94 Federal Transportation Re-authorization Bill. The fourth project for the Silver City Relief Route has been dropped from further consideration because of local protests during initial planning efforts for this project.

 

RELATIONSHIP

 

SJM62 relates to SB608, SB3, SB748, SB807, HB842 and HB975 all of which have some form of funding for one or more of the projects listed in SJM62.

 

POSSIBLE QUESTIONS

 

Is it possible to fund these projects with available revenues in FY04 and if so, would other projects need to be postponed? If so, which projects?
