     Synopsis of Bill

 

Senate Joint Memorial 59 requests that the Public School Capital Outlay Council(PSCOC) study the need for and assess the current capability of schools to communicate quickly, reliably and efficiently with public safety officials and others during an emergency.

 

     Significant Issues

 

Senate Joint Memorial 59 requests the PSCOC to report to the Legislature its findings and recommendations, and the costs and feasibility of implementing such a system in every school within three years.

According to SDE, if HB-455 is enacted, the Public School Facilities Authority will conduct the study. If the PSFA is not created, the Deficiencies Corrections Unit  or the Public School Capital Outlay Unit as staff to the PSCOC will conduct the study.
