SUMMARY

 

     Synopsis of Bill

 

Senate Joint Memorial 47 resolves that CYFD, DOH, HSD and SDE collaborate on a coordinated plan to address the problems of youth that occur early in children’s lives and to present that plan to the appropriate interim committee of the legislature prior to December 1, 2003.  The plan will address issues of poverty, school dropout, teenage pregnancy, incarceration, hunger, suicide and employment.

 

     Significant Issues

 

HSD states that the plan developed as a result of this joint memorial will help the agency in providing assistance through the Temporary Assistance for Needy Families (TANF) program.  Hopefully, an effective plan will reduce the need for TANF later in life.

 

 

DOH states the plan would help in implementing its strategic plan in program area 1:  Prevention, Health Promotion and Early Intervention.  NM has multiple systems at the State and sub-state levels with overlapping jurisdictions and requirements.  These various systems operate in “silos” with little interaction.  An integrated plan would assist efforts of agencies in developing coordinated programs.

 

ADMINISTRATIVE IMPLICATIONS

 

Participating agencies will have to develop the plan to address youth problems out of the existing staff resources.

 

TECHNICAL ISSUES

 

The appropriate interim committees of the legislature to hear the plan should be the Legislative Health and Human Services Committee and the Legislative Education Study Committee.  The hearing should have participation from all cabinet secretaries so they can explain how they will work together to provide the essential services in a coordinated effort.
