SUMMARY
Synopsis
of Bill
Senate Joint Memorial 6 is requesting the State Board of Education (SBE) and the Commission on Higher Education (CHE) establish a preschool through postsecondary education advisory council to develop a plan for an integrated preschool through postsecondary education system.

The legislation also requests that the Teacher Education
Accountability Council (TEAC) be converted into

implementation of this legislation to the Legislative Education Study
Committee(LESC) annually on November 1.
FISCAL IMPLICATIONS
According to SDE, TEAC
has been funded by the federal Teacher Enhancement Grant Program which is
nearing completion. A new funding source for the implementation of the P-16
Advisory Council has not been identified to cover costs associated with the
maintenance of a statewide advisory council.
ADMINISTRATIVE IMPLICATIONS
SDE will collaborate
with the CHE to prepare the plan for an integrated preschool through postsecondary
education system and report to the LESC annually by November 1.
