SUMMARY
Synopsis
of Bill
Senate Joint Memorial
2 requests that the Interagency Coordinating Group (ICG) study the alignment of
early care education programs in New Mexico, establish a framework for a statewide
comprehensive and universal system of preschool programs and fully delineate
the procedures and methodology necessary to implement such a framework; and
that the group report its finding to the Legislative Education Study Committee
by November 2003.

introduced for the Legislative Education Study Committee.
Significant
Issues
The ICG was created within the Department of
Children, Youth and Families in 1992. It
is comprised of the Secretary of Finance and Administration, the Secretary of
Health, the Secretary of Human Services, the Secretary of Labor, the
Superintendent of Public Instruction, the Chairman of the Joint Interim
Legislative Health and Human Services Committee and a member of the Governor’s
office. This memorial requests that the ICG implement the provisions of the
1992 law, and bring coordination and focus to the nearly $250.0 million
