SUMMARY
Synopsis
of Bill
The Senate Finance Committee
(SFC) substitute for Senate Bill 897 appropriates $1,330.0 from the general
fund to the Legislative Council Service for the purpose of providing a district
office and staff for each legislator for expenditure in fiscal year 2004. LCS
would be required to develop policies, procedures and limitations on the use of
these funds.
Significant
Issues
Members of the legislature have expressed a need
for constituent services out in their districts. Currently, the chief clerks of the respective
houses provide those services. The committee substitute provides $10.0
for each Member of the House of Representatives and $15.0 for each Member of
the Senate.
FISCAL IMPLICATIONS
The appropriation of
$1,330.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2004
shall revert to the general fund.
