SUMMARY

 

     Synopsis of Bill

 

Senate Bill 790 appropriates $200.0 from the general fund to the Bernalillo County Metropolitan Court (BCMC) for the purpose of providing funding for moving expenses to be incurred when moving into the new metropolitan courthouse in Albuquerque.

 

     Significant Issues

 

  1. According to the schedule, the new Bernalillo County Metropolitan Court building in Albuquerque will be completed in November 2003.  At that time, the court will need to hire professional movers to transfer everything from the old courthouse to the new one.

 

  1. NMFA has issued $57.9 million in revenue bonds for financing the acquisition of real property and for the design, construction, furnishing and equipping of a new court building for BCMC and for a parking facility adjacent to the court building.  The funds do not provide for moving costs.

 

FISCAL IMPLICATIONS

 

The appropriation of $200.0 contained in this bill is a nonrecurring expense to the general fund.  Any unexpended or unencumbered balance remaining at the end of fiscal year 2004 shall revert to the general fund.

 

DUPLICATION, COMPANIONSHIP, RELATIONSHIP

 

SB 655 contains a one-time appropriation to BCMC totaling $500.0 for “moving costs.”

SB 786 provides additional funding totaling $1.2 million to BCMC for “operating expenses.”

SB 791 creates and funds 10 new court clerk positions for BCMC.
