SUMMARY

 

     Synopsis of Bill

 

Senate Bill 705 appropriates $50.0 to SDE to contract for charter school incubation or support services.

 

     Significant Issues

 

The SDE indicates that the last four years, 8-10 new charter schools have been approved. Currently, the State Board of Education has approved 35 charter schools, 27 of which are currently  open and 8 of which will open in Fall 2003. Approximately 6,000 students are enrolled in the 27 open schools.

 

According to SDE, charter schools require technical assistance on meeting statutory requirements for charter school operation as well as fiscal and programmatic issues such as special education, bilingual services, curriculum and assessment.

 

If the bill is enacted, the SDE would issue a Request for Proposal for technical assistance providers to assist charter applicants and newly approved charter schools.

 


FISCAL IMPLICATIONS

 

Senate Bill 705 appropriates $50.0 from the general fund and would be recurring.

 

ADMINISTRATIVE IMPLICATIONS

 

SDE indicates that the bill would require increased fiscal and programmatic oversight.
