Synopsis
of Bill
Senate Bill 606 appropriates $50.0 to the SDE to provide for a drug demand reduction (DDR) program through the civil air patrol for at-risk-middle school students.
Significant
Issues
CAP’s Middle School Initiative/Drug Demand Reduction offers, through its youth program, a long-term (eight years) mentoring program that addresses leadership skills, respect for others, community building, self-esteem and goal-setting.
FISCAL IMPLICATIONS
Senate Bill 606 appropriates $50.0 from the general fund to the SDE and is recurring.
ADMINISTRATIVE IMPLICATIONS
According to SDE,
SB-606 does not explain whether the appropriation would go to schools currently
implementing CAP DDR programs or how the
appropriation would be divided. SDE staff would need to assess existing CAP DDR
programs in order to determine the need for a request for proposal and
procedure for dissemination of funds.
