SUMMARY

of Bill
Senate Bill 580
appropriates $75,000 from the general fund to the Office of African American
Affairs for the purpose of supporting conferences relating to domestic
violence, diabetes and high blood pressure.
Significant
Issues
Senate Bill 580 provides funding to the Office
of African American Affairs to support the agency’s effort and vision to
provide universal access to the necessary and effective health care to all New
Mexicans, with a primary focus on people of African descent in
Statewide conferences would provide a means for
the Office of African American Affairs to disseminate information statewide
about local and state resources available that are designed to assist citizens
in addressing domestic violence, diabetes and high blood pressure. The information and method of outreach to
citizens will empower citizens to participate in their health care decisions
and planning.
According to statistics provided by the Office
of African American Affairs, people of African descent experience disparate
health status from other New Mexicans.
Between 1997 and 1999, more deaths occurred among African Americans due
to heart disease, cancer and strokes than any other race or ethnicity in
FISCAL IMPLICATIONS
The appropriation of
$75,000 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2004
shall revert to the general fund.
RELATIONSHIP
The General
Appropriation Act currently under consideration by the Legislature contains a
$100,000 appropriation from the general fund recommended by both the Executive
and Legislative Finance Committee for funding the operational expenses of the
Office of African American Affairs.
