The appropriation of
$300.0 contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of fiscal year 2004
shall revert to the general fund. The
NMSU analysis states this is a one-time request and will enable NMSU to seek
funding from other sources.

OTHER SUBSTANTIVE ISSUES
This bill addresses the need to prepare and
continue to provide professional development activities for current and
aspiring superintendents to serve schools in the United States-Mexico border
region and more effectively meet the unique needs of students in the area. According to the NMSU analysis, this would be
accomplished by developing a distance education doctoral program in education
administration, establishing a Center to conduct research on problems in the
area, providing support for doctoral students in the area of distance education
and serving as a resource to schools in the NMSU service region.
