SUMMARY

Synopsis of Bill

Senate Bill 323 appropriates $200.0 from the general fund to the Office of Cultural Affairs for the purpose of implementing and operating a program for youth education in performing arts which shall be conducted in a year-round performing arts center located in Santa Fe county.

Significant Issues

The youth education performing arts education program shall include staging, lighting, sound production, technical production and participation in dance performances, orchestral performance, theatrical performances, opera performances and small ensemble performances.

FISCAL IMPLICATIONS

The appropriation of $200.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining at the end of FY04 shall revert to the general fund.

ADMINISTRATIVE IMPLICATIONS

There would be some impact to the Office of Cultural Affairs staff to follow the request for proposal process including reviewing and selecting eligible applicants and to process arts services contracts for the funded organization. OCA would be required to absorb associated costs since there is no appropriation for associated administrative costs.

RELATIONSHIP

House Bill 234 appropriates $200.0 for a statewide performing arts touring program.

OTHER SUBSTANTIVE ISSUES

According to the State Department of Education: “The New Mexico Advisory Council on Arts Education, established in January 2001, determined that arts education:

• Comprises visual arts, music, theater and dance;
• Supports the integration of the arts into school curricula;
• Makes a critical link between creativity and literacy;
• Is enhanced through the involvement of the professional arts community; and
• Improves the quality of learning for all students in New Mexico.

The State Board of Education recognizes that arts education is an integral part of a well-rounded student’s educational experiences. The New Mexico Content Standards, Benchmarks and Performance Standards describe essential student learning in drama, dance, music and visual arts. This bill reflects both the state and national understanding that quality out-of-school programs are beneficial to children during non-school hours. Students who spend one to four hours per week in extracurricular activities are 50% less likely to use drugs and 30% less likely to become teen parents (The U.S. Department of Health and Human Services).”
