SUMMARY

 

     Synopsis of Bill

 

Senate Bill 317 appropriates $53,700.0 to the SDE to increase teacher compensation.

 

     Significant Issues

 

Senate Bill 317 would provide salary increase of $2,250 over the 2002-2003 salary level of teachers in grades one through 12, special education, early childhood development and preschool.

 

The amount would become a part of the base salary and would be funded through the State Equalization Guarantee.

 

FISCAL IMPLICATIONS

 

Senate Bill 317 appropriates $53,700.0 from the general fund and is recurring.

According to SDE, based on the 20,317.06 teachers budgeted in the districts’ 2002-2003 operating budgets, the appropriation would be sufficient to cover the salary increases and associated benefits for public school employees for FY 2004.

ADMINISTRATIVE IMPLICATIONS

 

The SDE indicates that local boards would not be able to establish salary schedules in accordance with district needs.
