SUMMARY
Synopsis
of SPAC Amendment
The Senate Public Affairs Committee increases
the appropriation to $750,000 for FY04 through FY06, which equals $250,000 per
year for the Office of Military Base Planning and Support.
Synopsis
of Original Bill
Senate Bill 287
appropriates $250.0 from the general fund to the Economic Development Department
for the purpose of establishing the Office of Military Base Planning and
Support and the Military Base Planning Commission.
Significant
Issues
The purpose of the Office of Military Base
Planning and Support is to ensure that all community-based organizations which
support their respective military installations are receiving coordinated,
focused support at the state level. The
office will:

Obtain and evaluate information about the
federal government’s plans relating to military base realignment and closure;
·
Obtain and evaluate the impact of base
realignment or closure on a local economy;
·
Work with community organizations that
support the bases;
·
Ensure collaboration among the community
organizations;
·
Work with the state’s congressional
delegation on matters relating to base realignment or closure; and
·
Advise the governor on measures necessary
to ensure the presence of the military bases in
The Military Base Planning Commission will
consist of 15 members, the secretary of the Economic Development Department,
the lieutenant governor, and 13 members from the counties or adjoining counties
in which military bases are located.
These 13 members will be appointed by the governor and approved by the
senate.
FISCAL IMPLICATIONS
The appropriation of $250.0
contained in this bill is a recurring expense to the general fund. Any
unexpended or unencumbered balance remaining at the end of FY06 shall revert to
the general fund.
ADMINISTRATIVE IMPLICATIONS
Enactment of this bill
will result in the need for two additional FTE in the Economic Development
Department; a director, and an administrative support position. The department indicates this cost is included
in the $250 thousand.

The Economic
Development Department indicates the federal government has approved a base
closure and realignment round in 2005.
