SUMMARY
Synopsis
of Bill
Senate Bill 232
appropriates $300.0 from the general fund to the Department of Public Education
to recruit and assist qualified New Mexico teachers who wish to become
certified by the national board for Professional Teaching Standards (NBPTS) and
authorizes the department to use up to three percent of the appropriation for
administrative costs incurred by the Department.
Significant
Issues
The improvement of teacher effectiveness is a
widely acknowledged and accepted goal.
This bill strives toward that goal by providing assistance to teachers
who wish to undergo the rigorous training program to become eligible for certification
by the NBPTS, and is a continuation of
efforts begun in 1994. To date, the Department reports, an estimated $1 million from
state appropriations and federal funds has been spent to assist 107 teachers to
become nationally certified.
The appropriation in this bill will allow an
estimated 100 candidates to participate in the program by providing financial
assistance to offset the $2.3 million costs associated with the program.
FISCAL IMPLICATIONS
The appropriation of
$300.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance remaining
at the end of fiscal year2004 shall revert to the general fund.
