SUMMARY
Synopsis
of Bill
Senate Bill 120 permits
the release of information provided by the registered owner of a vehicle. SB
120 makes the names and address of the registered owners and the holders of
liens on registered vehicles public
information. An individual may obtain this information by presenting the
license plate number to the TRD.
Significant
Issues
SB 120 removes titling or registration of a
vehicle from the information that is currently restricted. SB 120 provides a
loophole in the privacy act by allowing anyone to obtain restricted address
information of vehicle owners. It allows
anyone to request the names and addresses of the registered owners and the
holders of liens on registered vehicles simply by providing a license plate
number. As written, there is no
substantive requirement to request information other than providing a license
plate number.
SB expands the potential for identity theft.
FISCAL IMPLICATIONS
TRD will need three
additional FTEs to comply with the provisions of SB 120.
ADMINISTRATIVE IMPLICATIONS
TRD will require three
additional FTEs to handle backlog of current record searches.
