appropriates $300.0 from the general fund to the Board of Regents at

Issues
The NMSU analysis notes funding would enhance
current funding and would be used for water use education and research programs
including educating the public on water issues, such as agricultural
consumptive use, depletion rates, hydrologic connections between surface and
ground water, risks of particular land use to ground and domestic water
systems.
This is a Water and Natural Resources Committee
sponsored bill.
FISCAL IMPLICATIONS
The appropriation of
$300.0 contained in this bill is a recurring expense to the general fund. Any unexpended or unencumbered balance
remaining at the end of FY 2004 shall revert to the general fund.
