SUMMARY
Synopsis of Bill
House Joint Resolution
21 amends Article 10, Section 11 of the New Mexico Constitution to allow
residents within the boundaries of all municipalities with a population greater
than 10,000 in the county, and a majority of qualified voters residing within
the county, but outside the boundaries of those municipalities, to participate
in an election concerning a proposed charter creating a single urban
government.
Significant
Issues
The Secretary of State reports that this joint
resolution will require “charter elections to be open to voters in each
county.”
FISCAL IMPLICATIONS
HJR 21 does not
contain an appropriation. However, an
estimated non-recurring cost to the general fund of $32.0 is expected because
of the cost to the Secretary of State for advertising an
printing to place an item on the ballot.
This non-recurring cost will likely be realized in FY05 since the next
general election is in November 2004 unless a special election is called for
this purpose.
