SUMMARY

 

     Synopsis of Amendment

 

The Senate Education Committee amended House Joint Memorial 101. The amendment on page 3, line 8, inserts the word “framework”. The amendment clarifies the language of the bill and does not change the original intent of the legislation.

 

     Synopsis of Original Bill

 

House Joint Memorial 101 requests the SDE to create a task force that includes a representative from the office of the state historian to develop a functional New Mexico history curriculum with user-friendly resources, teacher training assistance and support materials

 

     Significant Issues

 

The memorial requests that the task force report to an appropriate interim legislative committee before the second session of the 46th Legislature.

 

According to SDE, the State Board of Education adopted the revised Social Studies Content Standards, Benchmarks and Performance Standards on June 22,2001.

 

History is a significant and major strand throughout the standards from kindergarten to grade 12 with three components: New Mexico history,  U.S. history, world history.

 

FISCAL IMPLICATIONS

 

House Bill 101 does not contain an appropriation.

 

ADMINISTRATIVE IMPLICATIONS

 

According to SDE, the legislation would require the SDE to convene and facilitate the task force and post the framework and additional resources on the CILT web  site.

OTHER SUBSTANTIVE ISSUES

 

The SDE recommends that the memorial consider having the task force create a plan which calls for developing a framework for New Mexico curriculum and identifying current and needed instructional resources to support the framework. The task force would then report to an interim legislative committee with a recommendation for a legislative appropriation that would support the intent of the memorial.
