     Synopsis of HEC Amendment

 

The House Education Committee amendments are technical in nature and expand and clarify some of the provisions within the original bill. The amendments do not change the original intent of the joint memorial.

    

     Synopsis of Original Bill

 

House Joint Memorial 83 requests the State Department of Public Education and School Districts to establish criteria for providers of supplemental services under the provisions of the federal “No Child Left Behind Act” of 2001.

 

    Significant Issues

 

The No Child Left Behind Act requires each state to establish a definition of adequate yearly progress to by used in a single statewide accountability system to measure the progress of all public schools and school districts over the next twelve years.

 

The federal act defines supplemental educational services as extra academic assistance, including tutoring, remediation and academic intervention, that must take place outside of the regular school day to ensure that students increase their academic achievement in core subjects, such as reading, language arts and mathematics.

 

FISCAL IMPLICATIONS

 

House Joint Memorial 83 does not contain an appropriation.

 

ADMINISTRATIVE IMPLICATIONS

 

The SDE would administer the intent of the memorial.
