SUMMARY

 

     Synopsis of SCORC Amendment

 

The Senate Corporations and Transportation Committee amendment adds language which specifies that the office to be named the Joe M. Anaya memorial complex is the main State Highway and Transportation Department office on Cerrillos road in Santa Fe.

  

     Synopsis of HFI Amendment

 

House Floor Amendment # 1 to HJM 81 changes the language in the memorial to request the State Transportation Commission to cooperate with the appropriate local governmental entity and to take action permitted by its existing policies to name the State Highway and Transportation Department offices in Santa Fe the “Joe M. Anaya Memorial Complex”.

 

     Synopsis of Original Bill

 

HJM81 requests the New Mexico State Transportation Commission to name the State Highway and Transportation Department offices in Santa Fe the Joe M. Anaya memorial complex.

 


     Significant Issues

 

The State Highway and Transportation Department states that the Commission may consider this request in accordance with the provisions set forth in Commission Policy 61 that states the following criteria for memorial designation.

 

A.         Written requests for designation or dedication by name shall be considered by the Commission only under the following circumstances:

 

1.         The requested designation or dedication by name is intended as a memorial to an event, person, or persons of historical significance, or intended as an honor to a person or persons of national esteem;

 

2.         The request is accompanied by a resolution from the governing body of each local government entity, in which the building, bridge, interchange, highway or other structure requested for designation or dedication by name is located, recommending the designation or dedication and committing to install and to maintain the appropriate signs in accordance with the “Manual on Uniform Traffic Control Devices” at no cost to the Department;

 

  1. The building, bridge, interchange, highway or other structure is complete and has not previously been designated or dedicated by name; and

 

  1. The recommended name will not cause confusion or safety concerns for the traveling public, as determined by the Secretary.
