     Synopsis of SFl Amendment

 

Senate Floor Amendment #1 to House Joint Memorial 77 deletes the following language, which was added to HJM 77 in House Floor Amendment #1:

 

WHEREAS, recent laboratory business and management practices have been lax, but the university has demonstrated a willingness to improve its oversight of the laboratory and regain some of the authority the university had delegated to laboratory directors, and the university has the means and the ability to do an excellent job of managing the laboratory; and

 

     Synopsis of HFl Amendment

 

House Floor Amendment #1 to House Joint Memorial 77 strikes language indicating that LANL’s hands-off business and management practices have been problematic, that the University of California has recently shown that management is improving, and that a change in management at this time could hurt national security and research.

 

In place of the stricken language, the following is inserted:

 

"WHEREAS, the laboratory has been a source of employment, economic stability and educational enrichment for generations of New Mexicans; and

 

WHEREAS, recent laboratory business and management practices have been lax, but the university has demonstrated a willingness to improve its oversight of the laboratory and regain some of the authority the university had delegated to laboratory directors, and the university has the means and the ability to do an excellent job of managing the laboratory; and

 

WHEREAS, the state of New Mexico stands ready to do its part to strengthen the relationship and contribute to a vision that will make all New Mexicans proud of the partnership between the university, the laboratory and the department of energy; and

 

WHEREAS, the laboratory and university have made significant contributions to national security, global threat reduction and advancements in science and technology throughout the world;".

 

This amendment also specifies that a copy of this memorial should also be transmitted to the United States Under Secretary for National Security.

 

     Synopsis of Original Bill

 

House Joint Memorial 77 conveys a message from the New Mexico Legislature to the U.S. Department of Energy requesting that the administrative management contract negotiated between the Los Alamos National Laboratory (LANL) and the University of California be continued.  Copies HJM 77 are also to be delivered to the United States Secretary of Energy, the President Pro Tempore of the California Senate and to the Director LANL.
