SUMMARY
Synopsis
of Bill
House Joint Memorial
66 requests that the State Board of Education (SBE) and the state Department of
Education (SDE) review school safety plans to assess the ability of plans to
ensure the safety of school employees and the students during school hours and
times other than normal school hours; and that the Legislative Education Study
Committee review school safety plans during the next legislative interim.
Significant
Issues
The SDE reports that all schools have developed
safe school plans as required by the SBE’s safe school accountability indicator
and that all plans have been reviewed by the SDE and safety experts. Further, the SDE states, all schools are
required to review their plans annually and submit changes to the SDE. SDE and DOH are currently working
collaboratively to prepare emergency response/preparedness guidelines to
schools in the event of an emergency situation

ALTERNATIUVES
The DOH suggests that, instead of SDE reviewing 750 plans annually, a certification could be required from each school that it has reviewed its plan on a given date and indicate whether any modifications were deemed necessary. The DOH also suggests that in addition to the existence of school safety plans, training of staff and period drills utilizing the plan become a part of the process.
