SUMMARY

 

     Synopsis of Bill

 

HJM47 requests the New Mexico Corrections Department to develop strategies to expand and improve corrections industries, and for the Department to examine strategies and programs used by the Texas Department of Corrections for corrections industries.  The New Mexico Corrections Department is to report it findings to an appropriate interim legislative committee no later than October 31, 2003.

 

     Significant Issues

 

The Department of Corrections notes that the purpose of Corrections Industries is to provide rehabilitation, education and vocational opportunities for inmates who may earn meritorious deductions, pay off restitution, and decrease recidivism through job skills and improved job opportunities.  HJM47 will encourage work development opportunities through an expansion of Correction Industries.

 

 

 

FISCAL IMPLICATIONS

 

HJM47 can be addressed within the Department’s authorized budget.  Corrections Industries is funded from an enterprise fund and the revenue is generated by Corrections Industries. 

 

The Department states there are limited fiscal implications for this memorial since it proposes a study, and can be absorbed by the current budget.
