Synopsis of Bill

House Joint Memorial 30 directs the Department of Game and Fish to work with the Colorado Division of Wildlife to determine if a reciprocal agreement can be achieved to allow anglers to fish in Lake Maloya with either a New Mexico fishing license or a Colorado fishing license.

Significant Issues

• HJM 30 will likely result in the loss of licensing revenue for New Mexico.

• Does the Colorado Division of Wildlife have the authority to enter into a reciprocal agreement? Such an agreement may require legislative action.

FISCAL IMPLICATIONS

HJM 30 contains no appropriation. There is a potential loss of revenue in the amount of roughly $10.0 due to lost license fees for out-of-state licenses. This would be a recurring loss.

ALTERNATIVES

Licenses or stamps for shared waters at the border could be implemented. This would off-set some of the losses discussed above.
